A new one for me: saran-wrapping my mailbox

I woke up on Sat morning 12 Jun 2010 to find my mailbox quite expertly sealed closed by tightly wrapping it with an entire roll of Valu-Time saran wrap. Took me 30 seconds to cut it away. I found the empty box inside the mailbox. My understanding of federal law is that it is illegal for anyone other than an employee of the USPS to place material inside of the mailbox?
